Rick Koon, District Manager

Mr. Koon became our District Manager in April 2012. Rick draws from his background in land surveying, civil engineering, and administrative and construction management. His knowledge of all things operational and regulatory is an asset to the Board. He is a born leader whose years of experience and vast knowledge are a much appreciated commodity for the District and Cayucos community.

Jon Collins, Lead Collections Worker

Jon has been at the District since October 2011 and is Grade IV Collections-certified. Before coming to the District he spent 5 years in plumbing and underground construction. When Jon is not working he can be found riding his motorcycle.

Nick Lakey, Collections Worker II

Nick joined the team in early 2013. He is Grade II Collections-certified, and loves serving the community of Cayucos through his work at the District. Coming from the computer/technology field, he has well rounded knowledge and is a valued asset. Away from work, Nick enjoys going to the movies, listening to music, watching Dodger baseball, and spending time with his family outdoors.

Amy Lessi, Administrative Services Manager

Born and raised on the Central Coast, Amy attended Morro Bay High school and went on to graduate from Cal Poly SLO with a Bachelor's of Science. Amy has lived in Cayucos since 2007, started working for the District in 2016, and has been grateful to both live and work in her treasured town ever since. 

Gayle Good, Administrative Accounting Manager

Gayle relocated to Cayucos in 2012 from northern California and holds a Bachelor of Science degree from California State University, Stanislaus. She enjoys exploring the Central Coast with her family and loves living in our beautiful community. Gayle joined the District in August 2019 and is a valued member of our team. 

Justin Owens, Collections Worker I

Justin grew up in Morro Bay and has lived there almost all of his life. He is very excited to work in Cayucos, where he spent many of his days as a kid swimming at the pool and boogie boarding by the pier. When Justin is not working, he is either hiking, fishing, or playing on the beach with his wife and one year-old son. 

Sarah Hooper, Treatment Plant Operator Grade III

Sarah has worked in several different wastewater plants up and down California, and she holds a Grade V Wastewater Treatment Plant Operator Certification. She finally got smart and moved to the beautiful Central Coast in 2016 and is delighted to work in one of the most wonderful and scenic plants ever built. When not at work, you can usually find her with her 3 dogs, 2 cats and 4 chickens.

Chris Winn, Treatment Plant Operator Grade II

Originally hailing from a small Florida beach town, Chris has recently had the pleasure to call Cayucos home after moving here in 2020. Chris has a background in water/steam plant operations from the Navy and is thrilled to continue his career with the District in Wastewater Treatment. In his off time he can be found biking along the beautiful coastline.
