SANITARY DISTRICT FEES What is a “Sewer Stand-By Fee” and why do I have to pay this fee for my undeveloped lot? Sewer stand-by fees ensures each paying customer capacity in the District’s sewer system and the jointly owned wastewater treatment plant. This fee is also used for the reconstruction, maintenance, and operation of sewer facilities.
What is a “Connection Fee” and why am I responsible to pay this fee? Connection fees are collected immediately prior to a new or unconnected property connecting to the District sewer main. These fees are collected to recover a fair and equitable share of the costs associated with the construction, maintenance, operational expenses and reserve capacity in the sewer system and wastewater treatment plant.
What does a “Sewer User Fee” pay for? Sewer user fees are collected to pay for the ongoing costs associated with the operation, maintenance, and treatment of wastewater for customers connected to the sewer system.
BILLING
Why do I get a separate bill for water, sewer, and trash? Cayucos has separate agencies responsible for water, sewer, and trash service. The following are a list of these agencies: Water Services: There are three separate water entities in Cayucos: - SLO County Service Area 10A: 781-5297 - Paso Robles Beach Mutual Water Company: 995-3766 - Morro Rock Mutual Water Company: 995-3766 Sewer Services: The Cayucos Sanitary District provides sewer service in Cayucos. 995-3290 Trash: Mission Country Disposal provides solid waste and recycling services. 995-0817
What happens if I do not pay my sewer bill on time? Sewer bills that are not paid on or before their due date will be assessed a late fee. Towards the end of each fiscal year, the District calculates late charges accrued and submits them along with the past due sewer fees to the County for inclusion on the County tax role.
Who is responsible for paying delinquent sewer charges attached to a property? Sewer charges attach to a property similarly to taxes. The property owner is responsible for all outstanding sewer charges. It is important for landlords to review the sewer account attached to their property when a tenant moves out and for new home buyers to inquire about any outstanding sewer charges attached to properties on the market.
SEWER WILL-SERVES
What is a “Sewer Will-Serve” letter? When do I have to request one from the District? A sewer will-serve letter is a formal agreement between the District and Customer to provide sewer service to the customer’s new or remodeled home. The District issues a “Conditional Will-Serve” to the customer upon receipt of a completed application and plans for the project requesting sewer service. The conditional will-serve outlines physical requirements necessary for the release of a “Final Will-Serve” letter, indicating the customer has met the conditions set forth by the District. This final will-serve letter is forwarded to SLO County Planning and Building as a component of the conditions they have issued for your project.
The Cayucos Sanitary District purchased sewer easements throughout the District’s service area during the design and construction of the system. These easements are generally 10 feet wide, occupying the back portion of a customer’s property. The District has conditions for encroachment on these easements. If you have questions regarding easements or want to know if you have an easement on your property, contract the District office.
SEWER CONNECTIONS AND EMERGENCIES
Who do I call in the event of a sewer emergency? The Cayucos Sanitary District has personnel on “Stand-By” duty ready to respond to sewer overflows and sewer related emergencies 365 days of the year. If you have a sewer emergency or witness a sewer overflow, contact the District at 805-995-3290. If you are making a call after normal business hours please call 805-995-2550.
What is a “Sewer Lateral” and who is responsible for sewer lateral maintenance? A sewer lateral is the sewer line that connects your home or business to the District sewer main. Sewer laterals have been constructed using various materials such as clay, orangeburg, cast iron, or plastic. Property owners are solely responsible for the maintenance and repair of sewer laterals beginning at the connection to the building and ending/including the wye connection to the sewer main.
What is a “Sewer Backflow Device”? Does my home need a sewer backflow? A sewer backflow device helps to prevent sewage from backing up into your home when there is a sewer main blockage. Cayucos Sanitary District Ordinance No. 15 requires property owners who have plumbing fixtures lower than the nearest upstream manhole to install a backflow device on their sewer lateral. District staff is available to help you determine if your property is required to have a backflow device.
Is it legal to connect my homes roof drains, surface drains, or sump pump to my sewer lateral? It is against District Ordinances and the Uniform Plumbing Code to attach roof drains, surface drains, or sump pumps to a sewer lateral. District staff is available to assist you in evaluating the existence of these illegal connections if you are uncertain.
